Depending on the condition of your air filter you will also need to clean the carburetor. Cleaning the carburetor can be done with alcohol, soapy water, or carburetor cleaning fluid. If the scooter has sat for a long period "gummy" deposits may build up and they can clog internal valves, jets, and passages inside the carb which will affect fuel flow.
